A 4xx is a refusal before the chain started — nothing was written. A 200 means the chain ran; items says how far it got (the chain is atomic per item, not as a whole). ?dry_run=true runs the checks and the write items as dry runs and skips notifications and functions. Existence is read ahead of the use check, deliberately against, because the shared 403→404 downgrade exempts use: a regular user would otherwise get 403 where every other verb gets 404.
